    The default behavior is that System Administrator Profile cannot be given VIEW ENCRYPTED DATA access. To overcome this, create a new Permission Set with the VIEW ENCRYPTED DATA privilege and grant this permission set to the User. Having this permission will entitle the User to view the Encrypted data (irrespective of Sys Admin or no). By default, being System Administrator, User cannot see the Encrypted data.Note: As it is not marked as Solved yet, other can be benefited with this response.
