    you can try this :

    @RestResource(urlMapping='/contactCsv/*')
    global class RESTContactController {
    @HttpPost
    global static void newContacts(){
    RestRequest req = RestContext.request;
    System.debug('csv'+req);
    }
    }

    System.debug(‘csv’+req);
