WhoID - refers to people things.Ex- Lead ID or a Contact ID
WhatID- refers to object type things.Ex- Account ID or an Opportunity ID -
WhatId: ID of a related Account, Opportunity, Campaign, Case, or custom object. Labelis Opportunity/Account ID.
WhoId: ID of a related Contact or Lead. If the WhoId refers to a lead, then the WhatId field must be empty. Label is Contact/Lead ID. If Shared Activities is enabled, this is the ID of a related Lead or primary Contact.

The WhatId represents nonhuman objects such as accounts, opportunities, campaigns, cases, or custom objects. WhatIds are polymorphic. Polymorphic means a WhatId is equivalent to the ID of a related object. The label is Related To ID.
