You need to give Manager Force.com Flow and View All Data permissions (which kind of acts as giving Customize Application permission but with less controls)

    1. View Permission: Users need the appropriate profile or permission set assigned that allows them to view processes. This is typically controlled through the "View Setup and Configuration" permission in the user's profile or permission set.
    2. Create and Edit Permission: Users need the "Manage Force.com Flow" permission enabled on their profile or permission set to create and edit processes like Process Builder or Flow. This permission allows users to create and modify automated processes within Salesforce.

Additionally, depending on the specific features and objects involved in the process, users may need additional permissions related to those objects (such as read, edit, or delete permissions on records) to fully implement and execute the processes effectively. snow rider
    To summarize:

    • View Permission: "View Setup and Configuration"
    • Create and Edit Permission: "Manage Force.com Flow"
