Workflows rules get evaluated in Salesforce under two conditions:
a.When record is created.
b.When record is created & edited.

In Salesforce the Workflows rules get evaluates when :
- Record is created.
- Record is created, and every time it's edited.
- Record is created, and any time it's edited to subsequently meet criteria.
